There are quite obviously parallels between the plot and the rise of Nazism in pre-war Germany. I think you could interpret this film as a fatalistic take on those events.

Those removed from German culture were powerless to do anything to stop the rise of evil and those within were too embroiled in the culture to do anything but go along with it. For as much as I disliked The Tin Drum I can see some strong thematic parallels between the two works.
